What is a General Plan?
A General Plan is a state mandated document that serves as the city’s road map for the future. A General Plan describes a community’s aspirations and identifies strategies for managing preservation and change. Sometimes referred to as the community’s “constitution,” the General Plan is a comprehensive document that provides Yreka with a policy framework to guide decision-making related to land use, growth and development, public safety, mobility, sustainability, resiliency, environmental justice, and resource conservation.
Why is the City updating the General Plan?
The City currently uses the 2002 General Plan that is set to expire in 2022. In addition to the plan expiring, there have been significant changes to the City’s economy, demographics, and resident needs that should be taken into account while updating the plan.
What is included in the update?
The update will be a full update of the General Plan, City Zoning Code to ensure it is consistent with the updated General Plan, and accompanying environmental documents.
What topics are included in the update?
General Plans are divided into elements based on specific topics. There are eight mandatory elements: land use, environmental justice, circulation, housing, conservation, open space, safety, and noise. State law allows local governments to organize and format their general plans however they desire, as long as the required topics or elements are addressed. The City of Yreka will also include an Element concerning public services and facilities that will cover public safety, fire, and public works.
How can I get involved?
This update includes numerous opportunities for community organizations and the public to discuss and weigh-in on key aspects of the City’s future. We encourage you to take advantage of the opportunities to participate, including virtual workshops, surveys, and community events. The City has a newsletter signup to receive an email when new events and surveys are released.

Input in this plan update will impact future city zoning, municipal code updates, and city priorities. Your voice is vital to producing updated Elements that will reflect the collective vision of the City.
How will my feedback be used?
Public input from every engagement opportunity is reviewed and documented to ensure that planners, City staff, and decision-makers have a full understanding of public sentiment when drafting goals and policies for the updated General Plan. Public feedback on materials, including goals and policies, will be considered throughout the process.
